The average person uses chrome and whatever the default is like safari because they aren't going to configure it and will not maintain it. For them recommending Firefox (because you're trying to keep a dying browser afloat) is actually worse because you're not removing Google's data mining but adding Mozilla's data mining on top of that. If the average person would configure their browser and are capable of keeping up with the constant anti-user changes from both Mozilla and Google then one of the forks like icecat, iridium, etc. would be the proper thing to recommend.
