I'm pretty sure moot kept vp8 for a long ass time too when vp9 was available without giving a shit because he stopped caring about Jow Forums.
Okay you brainlets, practical example:
Jow Forums was using google capcha since X. Then google made "better" version of capcha which needed different api calls to function. And Jow Forums didnt change the code UNTIL the last day the google actually disabled the old legacy chapcha aka broke the Jow Forums security feature.
What you ask for is new feature request. And for that to happen, somebody who can write code needs to work. And nobody works for free. Except janitors.

VP8/9 are codecs, MP4 is a container.

that said, they don't charge royalties for internet videos which are free to view, so Jow Forums is in the clear anyway, they'd only have to pay royalties if say, certain videos were pass-only or something
The WEBM container for VP8 and VP9 is based on MKV. Since they both use the same container, it should be trivial to support VP9.
they most likely had to go out of their way to exclude vp9, or they just whitelisted only vp8 and vorbis
either way, it should be trivial to add vp9 as an allowed format (same with opus)
