They're powerful but they don't have limitless resources, there's other targets they want to devote effort to. And the kernel gets them more bang for their buck than targeting the init system, since it gets them a shot at things that use Linux but not Systemd, like Android phones and router/network appliance type of gear. The kernel is also a more direct path to pwning a system and, being that it's such a huge codebase, there's more places to hide in it.
