Laptops are horribly overpriced, but I will give you the bullet points, the higher you number is after the 'i' the better, but they also use some letters after the generation like: i7 9999U, that means what kind of processors is, even if it's a fucking i7 the U will mean it's a fucking Dual Core, the thing is most laptops use fucking Dual Cores now, so it barely makes the difference if your laptop has a i7 or an i5, there is some other commonly use letters like K (this is mostly for desktop) and Q or HQ which means Quad-core, you might want go for an HQ, I think that's the best processor (at least for jewtel) you will find on a Laptop.

The problem is there is only one competitor, AMD they make mostly Desktop processors, I don't know how their mobile chips are, but they sure are cheap, you do your own research and compare the processors, the last one they released was the Ryzen mobile, but I don't know about that, it doens't seen very good desu.

My advice will be to bought a cheap laptop, and save the rest for a desktop, I wish I had done that, I spent like 600 USD in this fucking laptop and it sucks, I could have bought a 100 Thinkpad and save the rest for a decent computer.
