Is this a good value build? Pic related is the price/performance I would get for the different CPUs. Two of them are bundles with free mobos for AMD's 50 anniversary.

It seems like only the 2600 and the 2700x are worth it, since they have free mobos bundled and the ones in the middle are only marginal increases in performance. (Price is just CPU+GPU+Mobo, since the rest would be the same across all builds)

How big of a performance boost will an M.2 NVMe SSD give me over a SATA SSD?

Performance in what?

In most cases it wont really provide any difference since both a SATA SSD and an M.2 SSD are fast enough for any normal operation to be waiting on other things (like the CPU).

Unless you're doing some hardcore RAW editing or something, then you probably wont notice any performance advantage outside benchmarks.

This is my system, everything has worked fine until now, but last night I was using it and the computer would randomly reboot.
It happened in a few different circumstances: while simply browsing, when I unplugged an external hard drive, and when I ran a gpu stress test. It didn't reboot when I ran Memtest or Prime 95 and they showed no errors.
I updated all my driver's and it still seems to be happening. The BIOS is fairly old so that will be my next step.
What could be causing the problem? Is it more likely a hardware or software issue?

VA at 144Hz is fine.
All current panel types have compromises. VA will always have some grey to grey smearing issues in very dark scenes, IPS will always have no blacks at all and glowing corners, TN will always look awful.

If you want to keep your CPU for 5+ years, get a 2700x or a 9700k/9900k.

If you're fine with 3-5 years, the 9600k should be fine for the majority of games. A few titles MIGHT come out that are hindered by the CPU, but it wont be most games.

2060 is good for 1080p at high refresh rate.
But 1660ti is better value and still should get you at least 90fps in most everything.
1070 is similar to 1660Ti. 2060 and Vega 56 are substantially above.

I have two monitors. One 1080p and one 4K. Waiting for a longer Displayport cable so I switched the HDMI cable to the 4K one and the DP one to the 1080p. 4K monitor is showing no signal. What did I do wrong? HDMI cable works just fine on the 1080p monitor.

I actually rather have ips, but i've been looking into VA panels and they're growing on me.

Both 2 year old cards with similar perf. AMD tend to improve over the years with driver updates, nvidia drop off a cliff the moment the new gen launches. Buying in 2019, definitely go with the AMD.

I don't get what you're getting at or how it contradicts anything I posted. So a cherry picked tv is 16.6ms instead of 12ms. I gave the best case scenario in the example to that user which should have been perfectly clear if you can take context into account.

HDMI 1.0 only supports 4k at 30hz. You are using the wrong port and/or cable. It's like PCIe or USB.

It's not worth $0 more, no, let alone $80 more.
Similar performance. Similar power consumption. But unless you need CUDA and something doesn't have OpenCL support, Vega outperforms it in most professional software, usually vastly, more stable drivers, etc.
But stick with Sapphire or Powercolor with Vega.
