Use NTLite to make your own offline .iso image with removed UWP bloat, disabled telemetry, etc.
Best to use LTSC 2019 (1809) as a base .iso

This seems to be what I'm searching for, I've searched for something like this for 2 hours in google and windows 10 AME was never mentioned... how convenient.
The security updates are not really necessary for me I just use common_sensen5000 and I have never had a problem using windows 7 without antivirus (running on the background) and without updating it since SP1.
