I'm setting up my old laptop for my little sister. She cant really into computers or English yet, but wants to learn. I need recommendations for software to install.
So far I have Office, PDF reader, Image viewer (viewnior), Gimp, Firefox, VLC and typing tutor (klavaro).
I need recommendations for Text Editor, File Manager (i have Midnight Commander, and that works ok, but I'm open to other ideas) and anything else you think might be useful.

Give her the talk about not putting her info on the internet, this is important. She needs to know just because it says you have to provide whatever doesn't mean anything and that people ask for too much info for a reason. Aka pedos, trannies, and scammers are everywhere.
You should give her basic lessons on computer usage.

Supertux, supertuxkart, tuxracer, etc. some games. Bejeweled clone, mystery, or whatever she normally likes. A simpler painting program maybe, you should go thru the installed programs and set options like single window in gimp. Remember to install user friendly applications.

If they are cheaper than your home internet you could tether internet from your phone via usb/wifi so home internet plan becomes obsolete. If true maybe your father can understand and swap home internet plan to mobile internet plan.

Used galaxy S5 with newer than a 2.5 year battery should work great for this purpose and as a smartphone. Good phone.

I don't live with my parents anymore, so the internet doesn't apply to me. Also mobile internet plans have shit data limits.
The internet isn't really a problem tho. My family got used to it.

Np, I still remember what i searched for when making that wallpaper.
If I wanted a DE that ran with single digit fps i would just install Windows 7. Look at the fucking specs. I used that laptop myself so I know how fucking slow it is. Opening a browser takes the CPU to 100%. I don't need the DE doing that on its own.

What do you mean with text editor ? for coding, or just common text ? For common text i recommend libre office, for coding VS Code or Sublime Text
