The problem with this mentality is that the people who have it appear to be stuck in the Windows and MacOS mindset of the entire OS including the windowing system, the GUI toolkits, the sound server, and everything else under the sun being made by one company, and that's what an "OS" is.
However, this mentality does not accurately reflect the reality of GNU/Linux. It seems to suggest that these distributions are operating systems, and thus have all duplicated the work of creating the entire thing. This does not reflect reality due to the fact that there are many things that are being kept here. All distributions (this word is important) use the X windows system, or in some cases Wayland. All distributions GUI programs use either GTK or QT. All distributions use ALSA, and usually PulseAudio on top of that. And the list goes on and on...

To sum up, the duplication of work in GNU/Linux is overexaggerated due to the amount of shared work that is taking place. These distributions are distributions, meaning that they are preconfigurations or modified versions of GNU/Linux, which is the OS.
