But right now, their debt to GDP is going down by about 2% per year (their debt was 40.8% of their GDP in 2017, and 38.8% of their GDP in 2018), so they aren't just treading water with their tax rates.

Still, 2% of GDP wouldn't be enough to fund any sort of military, even if they already had all the equipment they needed, and just needed to maintain it.
