I don't use XFECES because it's a meme DE. You're going to have to either install GTK or Qt programs at some point, so why polute your system with Metacity's trash? Budgie's also lightweight, but actually functional. I use i3 tho, stacking WM's on laptops don't mix well IMO.

Lemme explain something first. Even if you could install any DE for any distro, I can't think of any particular reason to use more than two UIs: The average swiss knife daily use DE and the lightweight wm (not even a DE).
This take us to the next point, which is once you reach your (personal) optimal DE there is no reason to change it anymore. Those two I named do not apply here because of the aforementioned reasons.
For most inexperienced users and even for already experienced Linux users, those two are the default DEs or the second option any distro user gives to you. I can confirm you because of years of distrohopping. The inexperienced users (mayority) will blame the entire distro for the DE's flaws, and will start a non-stop cycle of complains about his first bad experience. The advanced user will either change the DE or fix it's problems by him/herself.
As you see, this is a problem at the DE's development level, because of a never-ending cycle of casualization for the more vocal mayority, which in at the same time turns into a never-ending cycle of more unnecessary bloat and unfixed bugs.
This also extends not only for DE but for any kind of program or application.

Xubuntu is comfy. But Lubuntu is even lighter.
Xubuntu used to stutter on my old Athlon X2 laptop. Lubuntu ran like a breeze.

I've been using kde for two years now and I've had one or two applications crash in that time. The whole "kde is buggy" meme needs to end. I feel like it is perpetrated by archfags who break their install every other day.

It does look outdated now though what made it so great was that you could customize the size, color and font of every element. With some tweaking you can make it into something not that far off of the Win8/10 flatshit themes.

Because it's a sleek functional design. I'm not , so I can't speak for him, but for me it's just a theme thet is very neutral and makes it possible to focus on what is in the window and not on the window itself.
I'm also too much of a zoomer to have used 95/98 to have any negative connotation with that theme. My first OS was Win 2000, but Vista was already out by that time, when I later moved to XP, Win7 and later Linux, I kept coming back to the Windows Classic theme for the reasons above.

I'd love to use Xubuntu, seriously if it wasn't for thunar being so gay it doesn't have a file search.
