That's true, but if you're waiting for transmission then faster transmission means less waiting which can mean doing more things that'll use more data.
The assumption that activity will remain the same even though rates increase is flawed. Also some things (youtube/netflix/etc) may automatically use higher quality settings with more bandwidth available.
