Now that you said that, it never happened in any of my computers, although, I remember to see the taskbar on top of a fullscreen video on chrome in a friends computer. Now, I have LTSC installed in one of them and Pro in the other, I don't know my friends version or yours, also I am very careful about which programs I install in my computer, it can be that you've installed something that fucks up windows.
