You copy it over from a licensed installation of Microsoft Windows or Microsoft Office (Vista/2007 or higher). For an example, check out the ttf-ms-win8 and ttf-ms-win10 packages in the Arch User Repository.
(Semi-)piracy option: Acquire an evaluation copy of Win10 Enterprise and extract fonts using wimextract or p7zip from install.wim inside the ISO. The virtual machines on modern.ie work too, use qemu-nbd to mount virtual disk images as block devices.

Nobody really recommends installing the Core Fonts anymore, even when they're still available in redistributable format. On the one hand they're still in TrueType format and lack some OpenType features that can be used with FreeType, on the other hand they only consist of the classic fonts:
* Arial (Black)
* Andalé Mono [only a decent monospace font if you lack anti-aliasing]
* Courier New
* Comic Sans MS
* Georgia
* Impact
* Times New Roman
* Trebuchet MS
* Verdana
* Webdings [nobody ever used that for webglyphs, really]

what are you doing with it that you need italics? it's close enough for anybody who's not painfully autistic. the italic 'i' in consolas looks like shit anyway, it's not as oblique as the rest of the characters. they both look like comic sans version 2 but if that's what you're into then they're essentially the same font.

What are you doing that you need a pretty font? This entire discussion is an aesthetic one, and Consolas is aesthetically superior to Inconsolata. Most syntax highlighting themes nowadays make use of italics so having a font with good italics is a bonus.

Not quite every one, despite the fact the IBM font was later carried on by loadable DOS/Linux fonts and the Windows terminal. Some OEM vendors adapted it, the ATI font used in pre-Radeon cards may be the most prominent (and I can still remember the disgusting AMI BIOS one).

they're not italic, they're oblique. serif fonts generally get italicized whereas sans-serif fonts typically get obliqued. consolas tries and fails to do both. the more i look at it the more i realize it's unironically the worst font i've ever seen.
