You have 32GB of RAW space, but you can't use it all for just data.

Blame Windows for that. They dont use the IEEE standardized definition of a "GB". They use binary multipliers to calculate storage sizes. You screenshot really shows 28.8 GiB, not GB

Marketing GB does not include the extra 24 bits per kilobyte required for formatting, they invented a new term GiB that equates to the actual GB so their products could seem better than they actually are.
