The correct number is 10.5%, which my way of calculating should have resulted in as well, I must have entered the wrong numbers somewhere too.

I just "overclocked" the 3300 score to 4.3 Ghz and compared the difference between it and the 2700x.

>5061 / 4 * 4.3 = 5440.575.
>(5440.575 - 4923) / 4923 = 10.5%

So in gaming performance the 3700x should end up at like 2% below the 9900k in gaming performance, maybe higher than that in titles that can take advantage of many cores. 13% IPC gain is required to straight out beat it.

These are normalized scores of benchmarks in games. If 9700k (not 9900k, sorry) is 100, then 2700x is 77. With a 5Ghz clock, it becomes 77 * (5 / 4.3) = 89.53. To reach 100, you need to multiply with an IPC gain of 1.117, almost 12%.
