Silly zoomer, nobody bought a QX6850. It was the Q6600 for 530 USD that sold (and even then most people chose the far cheaper E6600 or E6750. And the 8800 Ultra was mocked by everyone, it was the gpu for rich idiots. Even the gtx 8800 was seen as too expensive, it was the GTS 8800 that first sold, and when later overshadowed by the 8800 GT that sold like crazy for it's insanly good price of 250 dollar.

With 6nm tsmc being a free transition it's no brainer to go for the next gen if it brings some frequency and efficiency gains even if you don't use the area scaling gains. Just like gf's 12nm was to 14nm.
Amd can't afford to go with totally new designs or fab processes each year, see how staggered the graphics card launches have been. Intel's coffee lake has only been two new designs so far (6core and 8core) and it looks like the next generation is only two more (6core and 10cores with 2/4cores on 10nm).

Vague roadmaps like those old ones are likely to change. No one knew n6 existed back then and you can reuse n7 masks on it as well making it a very easy transition.
So n7 and n6 are very similar and n7+ might be more difficult to use. If amd can reuse mask they can make zen2+ cheaply, get performance improvements and release a consumer product on time next year instead of delaying it for months then epyc3 can wait until zen3 for real generational improvements.

can't do 32+ cores or 60pcie lanes though, hedt/workstation is here to stay but I do think you're right that it's being encroached upon by ryzen. Probably why they never enabled am4 to use all 32pcie lanes.

The other part of the equation is the IO dies and assembly costs. I don't doubt it's very cheap to physically manufacture and thread ripper is the only place to send IO dies that have certain mpio or memory controllers that are faulty.
