4c4t is still perfectly serviceable if you're not doing anything that requires more cores than that, and if you are you can now upgrade to an 8c12t R5 when then come out, meaning your 4c4t chip will have served its purpose for several years and thus it's been a good investment (for the time).

You're now getting in to system upgrades though.

Where even if the cpu isn't that much faster, the memory and the PCIe lanes will be 4 times faster. The CPU will be half as hot, and the connectivity will be much more expansive.

Autocad is RAM hungry not processor intensive. My users report crashes only on machines with less than 12GB ram no difference between the i5 and i7 models.
As for VMs I'm the only one who uses them because I'm the sys admin and even then cores aren't as important as HDD IOPS

There are sweet feck all users who need more than 4 thread machines for work which mostly includes writing emails and reports. Most of them just want to use their phones these days anyway, even laptops are seen as clunky and burden some.

Hell I use an XPS 13 as a thin client to my headless local server and Azure server

Up to you how much you want to spend. Second hand i7 2600k did hold their value pretty well but new Ryzen will eat at that. 4.6 is doable on sandy and the games perf is still incredible. That said if you want a new build then wait til zen2 is out and get one. You can't really go wrong with any of them unless you absolutely need integrated graphics in which case the AMD chips are truly gimped compared to intel
