I don't think MS is really interested in playing cops.
Doing so for free doesn't make sense for them businesswise, they're not getting paid.
MS would sooner backdoor its OS for law enforcement to use on request and then use its telemetry and spying specifically to profile users as a means of building data for advertising and improving their products without people opting in to test.
