Didn't Nestle do something similar? They sent in free baby formula for a short while. The mothers stopped nursing, switching to the free baby formula, then their milk dried up and nestle stopped sending free baby formula. Because the mother's couldn't give milk anymore their babies ended up dying from starvation. I think there's still an on-going boycott of Nestle products over it.
A similar thing happened over nearly 2 generations with free food and free corn from the US. There was so much free food and grain that farmers stopped farming because they couldn't compete financially. Then, a generation or two later, no one knew how to farm anymore the free food and grain ended thus causing more starvation.
