The first thing to consider is who is paying for the wifi, if you're not it, it's not your wifi t control.
Second is just setup a different SSID and network for your shit then their shit. Most low end wireless routers allow this.
Why not just set up a separated VLAN with limited permissions for guests?
Buy a router that supports guest network (most Asus do this) and check the box on it to dissallow access to the local network.

I understand what you're saying, OP. However, her phone probably has security measures in place. Here are three examples. One, if she uses Chrome, then malware won't get past unless she decides to pirate games. Two, Google Play has a built in anti-malware. Three, if it happens to be a Samsung phone, it comes with dm-verity which is unbreakable in most phones so Google Play's anti-malware can't be disabled by malware, even with root access. Or as the other anons say, put it on a separate network.
Pretty simple. If you live with your mother she gets full access to everything she wants. If you live alone and your mother is just visiting you, you can refuse to open the network to new devices due to security reasons. Although it would still be a shitty thing to do since she's your own mother. No data should be more important.
