well, your programs might freeze. that happens when your computer gets to cold. when your computer gets too hot the programs might overheat.

Nothing. Metal doesn't stop conducting at freezing point. In fact from a physical standpoint metal being a solid it's already "frozen" at room temperature. The overclocking world records are achieved with the CPU at like -100°C.

The one issue you will however have is that if you cool a CPU below 0 degrees with phase change cooling or liquid nitrogen or something there will be condensation forming around the socket on the mainboard, and this has a change of shortening something and frying your shit.

Overclocking causes heat, which starts damaging shit.
You just need to cool it down, and at absurd overclocks, it could take as much as liquid nitrogen to counteract the heat generation.

At lower temperatures conductors conduct better. You get less leakage through the transistors which means the CPU is doing less corrective activities and also drawing less power than it would otherwise.

Actually heat increases electrical resistance which makes your cpu less stable.

Silicon unlike metals loses conductivity with temperature. At low enough temperature it will simply shut down. Depends on the voltage though.

Thats impossible. Temperature is a strictly nonnegative quantity. Nothing can go below zero, thats why they call it absolute zero. In fact, nothing in the known universe has ever been observed to be at absolute zero.
