If you're on any kind of budget, DDR4 3200 Mhz is the best price-to-performance ratio you can get, but if money isn't an issue then obviously you should go as fast as possible.

For what purpose? After 3200, the performance increases fairly minimally for most set-ups and especially when considering the pricing, it scales very poorly.
Going higher than 3200 is something you should only do if you're going for a super high-end build.

Use the formula CL / (Frequency / 2) * 1000 to find out the kit's latency. You want it to be as low as possible. Then look at price and find the one that makes sense for you.

For example CL15 + 3000 mhz = 10ns latency

Easier is CL / (Frequency in GHz / 2). If two kits have similar true latency, going for the higher frequency kit. Similar being within a quarter of a nanosecond

Brand doesn't matter, it's model to model. There's probably some certain hynix or samsung ram that's the latest in overclocking and you probably want to find the cheapest version of those.

Compatibility is much better now that being picky over latencies isn't much of a concern either
