From what I remember it was always because there was no particular need for the thermals and the clocks they were shipping, on top of having no competition from AMD to force them to do better.

I mean intel already moved back to soldered IHS's and had been doing soldered IHS's on server chips the whole time, so that excuse is obviously not true, and i highly doubt intel would have ever said that.
