You'd much rather buy a used dell/office pc, since they'll have pretty good CPUs if you search properly. Later on you can buy more ram and a gtx 1050ti if you want
1) Buy a cheap used Dell pre-built from within the last 5 years off of Craiglist or eBay
2) Buy cheap used additional RAM for said Dell
3) Buy a cheap SSD
4) Buy a cheap used GPU like a GTX 760
