I used to use "set as desktop background" to circumvent admin permissions for changing the desktop bg on school computers. FF could just force an image to be set as background until reboot on wangblows for some reason, I suspect micro$hit spaghetti code. It would download an image, save it in some temporary folder as .bmp and set it as bg.
