How the fuck can I cool my PC during summer under pic related temps?
I had to bring my CPU back to stock clocks for it to not thermal throttle.
Air conditioning is not an option since electricity is expensive as fuck.

Get a computer that generates little heat.
Make it use less power.
Download information to be offline.
Depending on your processor it can handle 100°C or laptops 72°C. So cool only when at high temp.
Be efficient.

Make more money and turn on the AC

Buy a Fan, open one side of the computer.
Point the fan to the processor.

Isn't 80°C too much? I have a 8700k and a GTX1600 and this is my current temps with air on while playing.

Undervolt and underclock. 20% lower clocks can yield even lower voltages which really makes the difference in temps for no noticeable performance loss.

80c is safe for most hardware, it's just hot as hell in Florida.

Its not about the tech (since we are retarded in that front). The electricity company will look at the total units from the main transformer supplying to the houses and if the total units of each house don't add up to that value, they will add the left over units to all the houses equally. Secondly, they have now introduced a system where anyone can anonymously report on someone rigging the meter or wires. And since rigging will cause nearby houses to pay for electricity they didn't use, it gives them more incentive to report on people stealing electricity.

~34C ambient, overclocked phenom 965 140w with $10 cpu cooler, gpu fan is at ~60%.

Little bigger cpu cooler, 2x120mm front, 2x120 rear and you'll be ok.

You have the perfect conditions to use or build an evaporative cooler. You only need water and minimal power to operate them. They require an open window on portable units and will help to really drop temps with a small energy footprint.
