This user is right Ryzen's boosting scheme already pushes the cores as far as they will go and even pushes voltage to 1.5V with XFR for microboosts. 1.5V is past ASUS's recommended max voltage for OCing, meaning your chip will degrade quickly at that voltage for a 24/7 OC, and P-pstate OCing never worked well. I imagine early gold samples and more mature bins of the 3800x might hit 4.6ghz within safe voltage, with a very small handful hitting 4.7, although at >1.4V it's going to be crazy hot.
3900X and 3950X, I doubt we'll see any high all core OCs. It's way too much heat density for even a water cooler to handle
