2003 was the last office without a ribbon, so by extension the last best one. If you don't need .docx/.xlsx compatibility you can go much farther back.
Due to a thread similar to this I recently downloaded office for NT 4.2, which had the forst 32bit versions of word (6) and excel (5). To my surprise, they were pretty much identical to 2k3, ehich I had been using before. And the documents were cross-compatible between the two.
Word 2007 doesn't show paste options right in context menu, for example. There are many other issues I just don't remember that make using Office 2007 a kinda crippled experience.

Toolbars were even more useless tho.
At least ribbon is comfy and provides a quick access to dialog boxes.
