the first one is a virtualization program the other one is a layer between linux and the .exe executable which implements all the windows libraries needed to run the .exe.

it's two different things. virtualbox is for virtualizing an entire machine, while wine is just a translator + reimplemented windows functionality.

virtualization is too low level for that. implementing an hypervisor to work at function level would make applications run slower than on wine plus it might be difficult for programs with modifiable executable sections (e.g. emulators with dynamic recompilation)

An emulator means a specific thing, not just "something that emulates". You can emulate a monkey by chimping out, that doesn't make you a monkey emulator.
