This new 2019 iPod Touch is literally a 2019 iPhone SE without bands. If you want a small wifi phone, this seems like a good option. It's even 1oz lighter than the SE and doesn't have rounded screen corners and will probably have updates for the next 5 years.
What are the alternatives? The Palm phone is only usable with Verizon and their expensive plans. The XZ1 Compact is ridiculously overpriced used. The SE is too old. Very few dumbphones with 4g bands exist at all.
