This is the main reason of using rats. But there has been a discussion whether the result of experimenting rats is equivalent at human, because their metabolism and size. For example, with one gram of something, rats could get something, but this is not the case when it comes to human. It'd be more than one gram to give the same effect to human.
So we need to look up on how much radiation do the experimenters gave to the rats and scaling it up to human. But then again, I think we don't know for sure how to scale up it.
Also AFAIK, this has been the case to 3G and 4G as well.
