Use Gentoo

NICs stay powered on with most drivers, this is generally for Wake on LAN, or to keep the adapter's MAC address in ARP tables. Of course, only the motherboard is also powered on, so unless you suspect there is a malicious spyware inside tour chipset firmware, you have nothing to fear. Turn off the PSU otherwise.

Maybe read the part that says "DRIVER POWER STATE FAILURE". Like I eventually did, upgraded my wi-fi driver (IIRC), and the problem went away. This basic inability to read English is why everybody mocks you retarded fucking mongs.
