There is no significant voltage over the wires. Even with POE, the voltage is still relatively low, meaning there is absolutely no fire risk.

Pick the cable and bend it in opposite directions repeatedly, until the internal cables rupture. If you do it right and slow, you can break it internally without lefting any external sign.
put both ends on a car battery and the rest in a tub of water. They give 50A if I remember it right, that should be enough to melt the wiring somewhere in the middle without burning all the sheath too badly
