3.1 How have articles been selected for inclusion in the Nature Index?
The Nature Index includes primary research articles published in a group (n=82; see Section 4.0) of high-quality science journals. The journals included in the Nature Index are selected by a panel of active scientists, independently of Nature Research. The selection process reflects researchers’ perceptions of journal quality, rather than using quantitative measures such as Impact Factor. It is intended that the list of journals amounts to a reasonably consensual upper echelon of journals in the natural sciences and includes both multidisciplinary journals and some of the most highly selective journals within the main disciplines of the natural sciences. China severely lacks the quality research that the US is able to produce, so they dump money into these researchers who publish sketchy papers, and engage in IP theft in US R&D spaces to keep up with us.
Not only that, most asian researchers who do quality research almost always emigrate to Europe or the US, since there's such a huge network of researchers who do research that's not bullshit.

I like to add a comment to the credit system. AFAIK, the system is simplified further to the outer regions like Tibet/Xinjiang area. Instead of the whole scores, they get a "grade" system. They are defaulted to "below average", and displaying loyalty to PRC gives them "average" grade, protests/posting anti-PRC gives them failure grade which leads to "re-education camp." If you keep successful job, you get higher grade and so on.
They start off below average because they're not Chinese ethnicity. Yes its bit like being treated as second class citizens, but that's life in China if you're not Chinese.
