4.7 is stock all-core Turbo. 5.2 is done all-core and either with AIO or LN2. Clearly can go even higher (probably topping out at 5.8 on all-core, or something).

The increase in latency is compensated by higher frequency ram so it's kind of not worth it going over 3733, 3200-3600 is best

Yea it looks like 3600x is new 2700x and 3700x is on par with 9700k.
It is a good jump for AMD because 2700x had same single core performance as 6700k but still disappointing that even on this smaller die it cannot reach 5ghz unless you spend for top end.

4.7 is probably the guaranteed all-core boost. They already mentioned it'll boost as high as it'll go based on cooling performance and how much the VRM allows. You can probably expect something like that on the X570 boards with those beefy VRM setups.
