I would suggest buying a 3.0 nvme, and wait with a 4.0 nvme till prices have leveled out.

I upgraded to gtx1070 and now Battlefield V is having occassional stutters and my CPU usage is constant 100%

it is only i5-3570k @4,2GHz, but it did just fine with 960gtx and rx580. Other possible reason is that I only have 8GB RAM

Depends on your workflow, I assume person with double 4k monitors doesnt just play games, so Id say along the lines of 3900x. Btw from my experience I can tell you that 4k/144 screen is actually 4k/116 screen, because 144hz oc drops chroma and causes additional input lag, so its better to run at 120 and to not have vsync kick in, you should limit fps below your refresh rate (people say 3, but I had better success with 4).

All review/youtube videos has been watched and so for a 1080p i can still run 60fps on high settings for AAA games.

Building a new PC in an itx case with 2x 120-140mm front, 1x 120mm back and an optional 120mm top. I'm getting a 140mm AIO (Kraken X42) for the CPU that I guess I'll put in the top front slot and then just have a regular 140mm fan below it and a 120mm fan at the back of the case. Would this suffice or do you guys have any opinions on placement? It's a 2600 but I plan on upgrading to a 3600/3700X so it shouldn't need that massive cooling and I assume a 140mm AIO will suffice.

If I were to put a 280mm radiator in the front, wouldn't that basically block any possible air flow?

MSI is usually the best mid-range mobo brand. gigabyte is /chinkshit/ tier right now, asus is overprized and i heard mixed opinions on asrock

its 98hz max if you choose 10bit colors, so for hdr for example, if you wanted to play hdr games, id suggest to limit frames to 95 so you never go above refresh, personally I barely used it, because it was often too bright even on desktop for no reason
