I seriously doubt that, the Super has more shaders than the old 2070. They would get caught and lynched immediately. They're probably using the same coolers.

I've heard of chip manufacturers disabling cores that didn't work and selling them as lesser products, but what about intentionally slowing a product to later speed it up?

Complete non-story. What economical sense would it make for them to buy all new heatsink shrouds when the first 20XX series far undersold?
This is almost certainly a case of them buying too many shrouds, thinking the 20XX series would sell like hotcakes, but now they're left with a bunch of these old shrouds in their inventory.

Then this issue would be across all AIBs and not just EVGA

Yes.
Regular 2070 is a different chip, the broken ones of those are now sold off as the 2060 Super. The only "better", less broken chip is in the 2080 Super.

Picked up a rtx 2080 for $910 AUD boys. 2070 Super is $960+ right now. 2070 is about $700. Found a deal of the century

Nothing sneaky about it. Chip binning is as old as the fabs themselves. Getting consistent good yields from the wafer and making them run at high clocks is night easy when a modern GPU has a couple BILLION transistors.

That's just the cooler. It fits both and they have more of the old ones than the new rebranded ones, so they just slapped the new sticker on the cooler. I've seen that for the past 30 years on a lot of cards and gear.
