NASA's inflation adjusted budget is half of what it was during the Apollo peak, which would be enough to do a lot more than they are now, but as you said political meddling is a big issue; not just presidents changing their direction, but also Congress wanting to spread contract work out among as many districts as possible.

Just look at all the money tossed at the SLS program, which has yet to fly anything, versus the relative pittance SpaceX has spent on the Falcon 9 and Heavy rockets.

Also very likely wars since Cold War and WW2 experiences are fading from mass memory. Cold War elites retiring from higher posts bring more radical politics back while at the same time breaking personal ties with the opposing camp - everywhere in the US, Russia, Europe, China.
