You do realise that less than 1% of the plutonium in a nuclear warhead actually fissions, right? The rest is just spread about by the explosion. The resultant shower of ionising gamma rays will transmute the more easily transmuted elements nearby, and leave a moderately sized area out from the epicentre as radioactive material. Enough so that I wouldn't want to go there for another few decades at the least, and avoid anything downstream of the local water-table. Now this isn't a terribly large area in the scale of things, and I doubt there'd be much dust kicked up from it, but if you set off a few hundred of these you may notice some interesting weather effects for a month or two.

But due to the actually pretty small size of the explosions themselves, using them to wipe out 9/10ths of the population would be pretty difficult. A bioweapon would prove much more effective. Properly placed dirty bombs could also do a lot of damage, but it wouldn't be the most pleasant occurrence.

Pure silica is dredged only from beaches and spits with very pure white sand, and it's a growing concern that we're ruining the ecosystems that we dredge it from, as we continually dredge deeper and deeper and accelerate the process of erosion in the surrounding areas. However, I think we use far more of it for construction glass than for silicon chips in computers and such. Arguably you could use less pure sand, but I'd imagine the industrial processes used to refine this would be even more environmentally taxing than the dredging.

I don't think we're likely to bomb ourselves. MAD guarantees a certain amount of stability. That has stopped and sequels to WWII. Which is unfortunate since it would be great if we could redraw the map.
I think if there is a solution to some of the issues I brought up it would be individual self sufficiency without technical regression. Say for example being able to manufacture your own cpu in home. We have some of that already, you can buy your own manufacturing equipment and make 99% of what you might otherwise buy.
Resources are still an issue but not requiring world wide trade and the relying on giant mega corporations would be a good start towards not becoming a cyberpunk dystopia.
The fall back is accelerating the fall and avoiding as many irreversible fails as possible.
