Many would argue that it is the state's duty to paid for such a treatment for all its citizens, as keeping people from dying is already one of its functions (by healthcare, emergency services etc). But if such a treatment were so expensive that the state literally couldn't afford to give it to everyone? Should it only give it to some? Or should it be given to none despite that causing more deaths than strictly necessary?

I imagine it would depend on the cause of the expense. If the materials needed aren't difficult to come by but only one company has the secret sauce and is charging (understandably) whatever they want, it would just get nationalized and subsidized by Social Security.
