You can change how the underlying logic works all you want. But you cant change the interface the user sees. Obviously you want to avoid breaking anything. But lets say a lot of your code relies on an inneficient function that was written to do everything when the software was first being written. You decide that you need to break it up into multiple functions. This fucks over all the other devs writing the software, because now they need to rewrite their shit. Thats breaking things dev-side. The headache is limited to those on the inside. Its annoying, yes, but it needs to happen sometimes. However, when the devs rewrite their shit they need to rewrite it to the SAME SPEC it was before. If they dont, they have broken things user side. There will always be more users than devs. So if you break things user side it causes breakage for exponentially more people that an internal breakage would. Its also an issue because its unexpected breakage. An internal breakage is okay, because its usually limited to those making the changes that break things. But user-side breakage happens at no fault of the user. Therefore it should be avoided.
If course, there will be time when exceptions need to be made. Legacy features sometimes need to be dropped. But this can only happen after the user has had a generous supply of fair warnings, so that when the time comes the user has already adapted to the new replacement functionality. And it is the responsibility of the developers to ensure that whatever transitions the user needs to make run as smoothly as possible (within reason).
