mpv depends on youtube-dl for that functionality. you can run youtube-dl -F $url to list qualities then use mpv $url --ytdl-format=XXX to change quality.

Always use the best tool for the job. Sometimes it comes with a GUI, sometimes with a CLI and sometimes with a TUI. Don't limit yourself to just one type of interface.
