Wrong. Actions are dependent on words. Not the other way around. Words alone can change the state of reality. Say a few magic words in an interview, suddenly your thrust into a career. Say a few magic words in a debate, suddenly you are president. Say a few magic words at a pitch meeting and you'll have millions of dollars today that you didn't yesterday. Words create symbols and symbols are more important than reality or 'actions' to human beings.
