That's because one of the jobs of the kernel is to manage processes. What you've just done is told Linux that the first process to start is bash instead of init. It's still a kernel.

A kernel has to run at least one process. Just because you can change what process it runs doesn't mean the kernel itself thus becomes an operating system. It's assumed that whatever process it runs spawns other processes (what init does).
