Xfce or fluxbox if you want stacked, but I would say tiling on bspwm was comfy on my netbook.

Xfce but only if the version in your distribution's repository is higher than 4.12. Screen tearing is still an issue in Debian 10, for example, since 4.12 does not support VSync.
