Use JPEGViewer instead. Windows 10 automatically scans most images for several reasons. One is to find duplicates, another is to create a "similar pictures" library, and the worst is to find questionable material like gore or cheese pizza.
Infranview is good. Used it myself for ages before switching to JPEGViewer. More modern touch with most of the same shit.

I have variously tested it, you should see what data it sometimes send depending on what mode you are on. (since photos has internet access, firewall rules etc, and also sends telemetry like Talks about.)
If you actually use windows 10 as a main OS you're using extreme spyware and bloatware.
