All they need for desktop parts is that 9% IPC increase, hardware mitigations for vulnerabilities (all 23+++ of them) and a 10 Core CPU.

Intel only has 14nm+++ Skylake refreshes until late 2020 or early 2021.
Ice Lake is mobile only. Right now its only available in SKUs from 15 to 25w. Potentially they could sustain higher clocks with a 35w cTDP, but yields are a factor still.

Intel's 10nm desktop parts will compete against Zen3, or Zen4 if they really maintain 14nm Comet Lake throughout all of 2020.

The 9900K is cheaper and better than the 3900X
