Use Unity or Godot. I believe Godot's scripting language is similar to Python. Unity uses C# and has better docs and tutorials. Don't know about Godot, but Unity also let's you make builds for the web.

Do you need to know how to program in the language the engine was written in to use that engine? Or do you download software that you design objects and stuff in?

You should check out Ren'Py if you're just interested in making a visual novel. It's an engine specifically for visual novels that's pretty easy to use and is written in Python. Both Godot and Unity are actually written in C++, but they use GDScript and C# respectively as their scripting languages. So, if you wanted to use Unity you'd need to learn C#. Same goes for Godot, but, in addition to GDScript, it also supports C# and C/C++ so knowing any of those would work.

10Mbit down isn't bad. I could deal with it. As you can see my 10Mbit up is far in excess of my download. I only average 2.3Mbps in download and that's downloading little but Blu-rays.
yeah i don't consider it a problem that much really. the largest thing i download is maybe a 30 gb games like once every two months and it can be done overnight. it's ok for streaming. i still feel i'm getting ripped off at that price though.
