The license is about distribution rights, and you are allowed to charge for distribution itself but once distributed you must convey the same rights, license, ideally also the source code, as you obtained it.

I remember reading an interview with a linux kernel dev from Russia. He was a physicist in a Moscow University, and after USSR collapse they sent to the US a guy, whose main task was to fetch as much software as he could. And he brought back a bunch of junkware (he didn't have a lot of knowledge in terms of programming), gcc and a bunch of linux kernel sources (not all of them, they were restored from a partly written diskette). And soviet spergs actually managed to get a working kernel from it.
Imagine they excitement if they had one of these CDs, lol.
