Torrenting is just more popular, which is why they go after it.
XDCC is harder to block, because it doesn't have such an easily identifiable profile as the torrent protocol is, but if it became more popular then they'd likely go after it.
So yeah, you're safe for getting your animu for now.

My criteria for a good method of piracy is ease of use, stealth and quality of content. I've been a pirate for the last decade due to being a poorfag and this what I've come up with. The ultimate piracy stack goes as follows:

Video: Kodi + Real Debrid. It's torrent quality for less than Netflix. This stack legitimately BTFO everything else once you've got the addons configured. Plebbit has Jow Forumsaddons4kodi and they're the go to source for this.

Music: Soulseek (proprietary but very good. Free software clients exist)

Vidya: Plenty of good places to get roms. Nicoblog and its subsidiaries are really excellent for obscure stuff and translations. No intro romsets are hosted on the internet archive and can be downloaded individually by ROM if you sign up on their site. Aside from that you can usually find vidya in Gazelle Games if you can get an invite.

Ebooks: XDCC and Libgen. These will meet most of your needs. For anything else you better hope its hosted on Archive.org because if its not you may be out of luck.
